Answer
If you were whispering to a friend in class, and the teacher suddenly looked toward you, then you would modify your behavior and act like you were really studying. Likewise, if you saw a person that you wanted to impress looking at you, your behavior would probably change in order to make a good impression.
These are a few examples where a person would modify his or her behavior when being observed. Hope that helps you.

Answer
One thing is that young children have certain behavior traits and go through various stages as they grow up. There is an expression of the "terrible twos" where 2-year-olds may become difficult to handle. See:
http://www.chron.com/content/chronicle/features/kids/twos.html
Also, children are expected to learn certain things at various ages. See:
http://parentcenter.babycenter.com/general/preschooler/pdevelopment/6471.html
Knowing what to expect and what is considered normal for a 2 1/2 year old, you can better observe what they are doing and why they do such things. Of course, not all children fit the pattern, but it can provide a guide for your observations.

Answer
Often people do not pay attention to those around them. But if you do, you may see people doing things that do not fit what you have observed in most people. For example, if a stranger seems to smile more that most other people and if his smiles seem inappropriate to the situation, you may become suspicious about him.
Certainly, you cannot watch every deed people do, but by not blanking them out, you can pay attention enough to get an idea if their behavior is normal or acceptable.
