First, you need a good idea for a business to start that seems to have enough potential that it will get others excited about it. If your idea is not that strong, then you must sell yourself as a person that can start a business that will make a profit.
You can then present your idea to possible investors or people that can loan you enough money to get started. There are government agencies that help people start businesses, but it is usually better to work with people anxious to help you succeed.
