how do you write a letter for someone who is admire with him or her?

Do you mean you want to write a letter for another person to send to someone he or she likes? There is a famous story about someone who did that.
It is usually best for the person to try to simply try to get a chance to say "Hi" to the person and perhaps start a conversation. The other person usually can figure out how the person feels.
The danger with writing a letter to someone admired or liked is that if the other person does not like it, he or she can show it around and make fun.
I think it is better to just say, "Hi" and try to talk together.

what if you are new at school and you have a bully picking on u.

Some students will pick on a new kid to see how they rank. This happens more with boys, but some girls will pick on a new girl too. The whole idea is that the bully wants to see if the new person is easy to pick on or not. Also, the bully knows that the new kid doesn't have any friends to help out.
Now, what does a student--like your cousin--do about it?
The biggest thing is not to act afraid (even if you are). The student shouldn't whine or such, but just ignore the taunts. Also, try to get in with some of the other kids. Your cousin might ask some of the other kids, "What's it with that character? How come he's picking on me all the time?" Others may give advice on how to handle it.
Bullies are a pain and it isn't easy to handle the situation. The big thing is not to get to the point of being the "whipping boy or girl" that everyone picks on.
I hope your cousin is able to get in with ohter kids and the bully will go elsewhere for his fun.
