I want to know if it is advisable to install a lightning arrester on big fuel storage tanks.

Answer

Ideally, you want to allow the lightning to pass around the fuel storage tank, without arcing or causing sparks.

A lightning arrested or surge protector usually protects electrical wiring. I'm not sure how effective it would be for preventing sparks that would ignite the fuel.
