When it passes through a transparent material like air, the electrical fields of the atoms in air slow it down only slightly, because they are so far apart. When light passes through a transparent material like glass, the electrical fields of the its atoms slow the light down considerably. Once the light gets back into air, it increases its speed, since it is not longer held back by those electrical fields.
