How do the plastic screens which are transparent to the audience, and used to show the speaker the text of his speech, work? Also, what are they called?

Answer
It is called a teleprompter. The text is displayed below, usually on a computer screen with large-sized fonts in reverse text or mirror image. The speaker sees and reads the text as if looking at the audience or TV camera. The contrast of the light makes it possible to read the material, while the audience barely notices the glass or plastic teleprompter screen.
Most news announcers use teleprompters. Watch their eyes carefully to notice them reading. When the President gives a speech, he usually uses a teleprompter.
