I am a fulltime mechanical engineer. I write a lot of specifications and have written a few O & M manuals. Is there a place for partime or moonlight work, approx. 20 hours per work? If yes how do I get started?

You can check with temporary employment agencies in your area. They may have occasional part-time jobs. Also check www.monster.com and www.dice.com under technical writers in your location. Some companies looking for workers, may also use part time help on projects.
Check http://www.stc.org/chapter_search.asp to find a chapter of STC in your location. They may be able to give you info on companies needing help. They may also be able to give you leads on local freelancers who can help you get started.

What work is to be done by a technical writer? Does it relate to any programming language?

Answer
The technical writer provides descriptions and procedures, usually to be read by the user of some equipment or software. A user manual is an example of technical writing.
If the manual is explaining programming, the writer shuld know the language.

It is good to have knowledge about the products and industry where you are doing your writing. You also need to be able to write in a concise, clear manner.
Most companies use Microsoft Word for writing many documents. For writing large manuals, some use Adobe FrameMaker, but that will vary, depending on the company. The best way to know what is used in your area is to look at the requirements companies post in their advertisements for writers.
