Why was TQM not successful in the Air Froce?

Could you please comment on your opinion why you think TQM was not succresful in the airforce. It seems to work well in academia at trident technical college. What are your insights iin this issue. I appreciate your answer to this email.

Answer
TQM did reduce costs and improve effectiveness within the Air Force. A major problem is that government agencies are not as cost-conscious as are private companies. Also the military viewpoint is not enthusiastic about empowering the workers as it might be in a college where they want to empower the instructors. Rank and following orders are very important in the military, and that goes against some of the TQM concepts.
